Chapter 7 - THE RIVALS SURROUNDED

The dim, flickering halogen light above the dry dock suddenly exploded into a shower of white-hot sparks as a silenced bullet shattered the bulb, plunging the cavernous interior into near-total darkness.
"Get down!" Luca roared, grabbing Elena by the waist and pulling her hard behind the protective bulk of a massive cast-iron lathe machine.
Matteo dropped into a tactical crouch, drawing his pistol as he swept the shadows near the entrance. "Boss, we're surrounded! Multiple hostiles at the perimeter!"
From the darkness near the rusted loading doors, a slow, heavy pair of footsteps echoed across the concrete floor.
A flashlight clicked on, cutting a blinding white beam through the grey mist. Standing in the doorway, flanked by four heavily armed mercenaries wearing unmarked tactical gear, was Richard Harrington himself.
The billionaire titan of Westbrook High and Chicago commercial real estate looked remarkably calm, despite the fact that his top enforcer, Viktor Vance, was currently tied to a steel pillar with his hands behind his back.
"Well, well, what a touching family reunion," Richard’s smooth, chilling voice echoed across the open space. He adjusted the cuffs of his expensive wool coat, stepping further into the light. "I must admit, Moretti, you have an irritating habit of surviving things that should have killed you years ago."
Luca stepped out from behind the lathe machine, keeping Elena safely behind him. His eyes burned with a lethal fury.
"Harrington," Luca spat out the name like poison. "You sent your lapdogs to do your dirty work, and now you show up yourself? You must be feeling desperate."
Richard smiled thinly. "Desperate? Not at all, Luca. My corporate holdings are intact, my offshore accounts are clear, and by morning, the federal prosecutor handling your syndicate's indictments will mysteriously vanish. You see, this city doesn't belong to the Moretti family anymore. It belongs to whoever controls the paperwork."
"The paperwork is already in federal hands, Richard," a new voice called out from the darkness near the upper catwalk.
Everyone whipped their heads upward.
Standing on the metal catwalk, holding a tactical tablet and flanked by two state police inspectors, was Arthur Carter—the former highway department supervisor and Westbrook custodian who had helped dismantle Harrington's empire weeks earlier.
Richard’s confident smile faltered for a fraction of a second. "Who the hell are you?"
"My name is Arthur Carter," the older man said calmly, tapping the screen of his tablet. "And I'm the man who decrypted every single shell corporation you used to funnel bribe money to municipal judges and police commissioners across the state. The state police tactical unit is currently securing your primary offices downtown. You're out of moves, Richard."
Richard’s face flushed with sudden, uncontrolled rage. He jerked his hand upward, signaling his armed mercenaries.
"Kill them all!" Harrington shrieked, losing his corporate composure entirely. "Burn the docks! Burn everything!"
Before the mercenaries could raise their rifles to fire, the massive steel side doors of the dry dock were blown violently inward with a deafening explosion of light and sound.
Stun grenades flashed across the concrete floor, filling the air with disorienting white smoke and ear-splitting noise.
State police tactical teams swarmed through the breach in a synchronized wave, their automatic weapons locked on Harrington's mercenaries. Before a single shot could be fired back, Richard’s men found themselves pinned to the ground, disarmed, and zip-tied within seconds.
Matteo moved instantly, tackling Viktor Vance back to the ground before he could reach for a hidden blade, while two state troopers converged directly on Richard Harrington.
As the heavy steel handcuffs clicked into place around the billionaire's wrists, Richard glared furiously at Arthur Carter down from the catwalk.
"This isn't over!" Richard screamed as he was hauled backward toward the open doors. "You can't touch me! I own half the politicians in Illinois!"
"You used to, Richard," Arthur replied quietly from above. "Enjoy your stay in federal custody."
As the chaos subsided and the smoke slowly cleared, the dry dock fell into a profound, exhausted silence. The syndicate war was over. The corruption that had poisoned the city's foundations for a decade had finally been dragged out into the open sunlight.

Luca turned around slowly, looking at Elena.
The weight of the world had lifted from both of their shoulders. But as Elena looked down at the old, folded photograph still clutched in her hand, she knew the hardest conversation of their lives was still waiting for them.
